Your telegram No.566 of 22nd October. Chinese extra-territoriality.

We fully appreciate desire of New Zealand Government to maintain their position as regarde right of entry into New Zealand. We assume that United States Government would themselves hold similar views as regards entry Into United States, and it will have been noted that Article 6 of United Kingdom draft treaty refers only to right to travel, reside and carry on trade "within" the territories concerned without mention of right of entry.
